You need to know that México has 32 states or “estados” also known as “entidades federativas”. Then, each state has many municipalities know as “municipios” or for CDMX (México City) “alcaldías”. Finally you have localities that are “localidades”.
Now you understand that there are 3 levels: Estado, Municipio and Localidad. Take for example the mexican downtown, this is located in CDMX (new name for Mexico City), alcaldía Cuauhtémoc.
